some items have a particular level requirement to enable digging. in general, level 0 should be used for things that can be dug by hand
nanotech can dismantle anything up to level 2

** 0: sand, dirt (diggable with hand)

** 0: loose rock (hands)
** 1: brittle minerals (pick)
** 2: hard minerals (jackhammer)
** 3: diamond
* metal
** 1: solid metal
** 2: solid titanium
** 3: solid osmiridium
** 4: solid diamond
** 5: unobtanium

** 0: leaves, twigs
